THE DEVELOPMENT OF THE TRADE UNION MOVEMENT
IN HOTEL AND ENTERTAINMENT PLACES BRANCH OF INDUSTRY
If we look at the begining of the trade union movement in Hotel and Entertainment branch of industry whose code is 25, the reality that we will come to face to face with is this: it has shown a parallel development with Turkish trade union movement and contributed to the development of Turkish unionism.Trade Unions in Hotel and Entertainment branch of industry were founded through which organizational activities within society were legalized in 1946 and the acception of unions law, 5018 code, in 1947.

It was not a coincidence that employees in Hotel, and Entertainment branch of industry joined in the first trade union organizational activity in Turkey. Since the conditions in which this branch of employees were have made trade union struggle necessary. Employees’ cultural standing, socio-economical situations, living with unjust incomes have been occasion of such a struggle. It could not be possible to expect another behaviour from whom have the opportunity to investigate social and economical progressions closely.

The first union in Hotel, and Entertainment branch of industry whose code is 25 is Trade Union of Hotel, Restaurant Workers of İstanbul (İstanbul Otel, Lokanta İşçileri Sendikası) which was founded in 1948. After that the unions below were founded:

By founding 13 unions between 1948-1951 it was demonstrated so important development at those years that unions were founded in the region where branch office of unions not be even today. For instance, it was founded a union in Turgutlu where now a working place with union throughout Hotel, and Entertainment branch of industry is not.

Organizing activities in branch of industry had then caused to high level organizing alternatives. In Turkey firstly the organizations in Hotel and Entertainment branch of industry which are in the first union movement tried to collect the unions in the same branch of industry to a higher association and achieved it. Board of directors of ‘Trade Union of Hotel, Restaurant Workers of İstanbul ’ discussed on founding a federation at the meeting dated by 15.11.1950 and made a suggestion unifying by applying to the unions in other cities about the formation of federation. In the application which is send to Ankara, Adana, Erzurum, Ereğli, Eskişehir, İskenderun, Turgutlu, Mersin Trade Union of Hotel, Restaurant and Entertainment Facilities Workers of İstanbul it was said that “ Our board of directors have made a decision to found a federation within Hotel, and Entertainment branch of industry through which we deem the necessity. We ask to you that your opinions about this issue are going to be announced.”At the date of 16.05.1951, by an application given to The Governorship of Ankara, the first federation whose abbreviated name is TOLEYİS has started to its activities.

The expression of aims of the federation is this: “ The main goals of this federation are that to realize fellowship and solidarity between unions; that to protect employees’ rights and interests throughout the principles of social justice; that to represent member unions within ministries; and that to provide every possible connection with international foundations.”The unions in Hotel, Restaurant and Entertainment branch of industry and TOLEYİS federation which effectively have taken the part of the activity of founding process of Confederation of Turkish Trade Unions (Türk-İş) that has been found in 1952 have increased their activities and the number of members from day to day.

In 1963, it was accomplished stronger organizations in branch of billeting and entertaining through the begining of collective negotiation with strike. That the unions of Hotel, Restaurant and Entertainment branch of industry which have had an influence on Turkish union movement continously and actively have unified within this branch of industry has made union activities more efficent.

OLEYIS (Union of Hotel, Restaurant and Entertainment Facility Workers of Turkey ) trade union, which had previously affiliated to Türk-İş, founded in Ankara on July 7, 1969 to operate in the hotel, restaurant and entertainment facilities branch; affiliated to DISK. The union was founded by Mukbil Zirtiloglu (temporary chairman), Nusret Aydin, Ali Özarkalioglu, Ali Demir, Ali Kocaman and 18 other unionists.
That which OLEYİS, on the december of 1977, came out from Türk-İş and participated to DİSK has been a turning point for the unionist movement in hotel, restaurant and entertainment facility branch of industry. OLEYİS affected by the political climate at that times darkened its unionist future with joining to DİSK. By this participation, shining star of OLEYİS started to get down. After OLEYİS had joined in DİSK, on the december of 1977 in İzmir TOLEYİS whose general director is Cemail Bakındı and in İstanbul TOREYİS whose general director is Servet Sofuoğlu were founded by two seperate unions for removing the insufficency in this branch of industry.Unions which continued to activity until 1980 aimed to come together because of the fact that they wanted to be succesful in new period that was shaped by the militarist movement in 12.09.1980, and so the studies of unifying TOLEYİS and TOREYİS started. By depend on these studies, on the August of 1981 TOLEYİS(İzmir) adhered to TOREYİS and on the August of 1983 the name of TOREYİS changed into the name of TOLEYİS.

Since that these two organized unions had unified did not seem sufficent for unionist unity, unifying studies executed within the other unions and TURİZM-İŞ which activated independently in branch of industry adhered to TOLEYİS in 19.03.1984. By this adherence, unionist unity in branch of industry has been realized in the name of TOLEYİS.

By the liberation of unionist activities after 1980, the union Oleysen depended on MİSK unified with TURSAN-İŞ that activated independently in this branch of industry and due to this unification TURSAN-İŞ formally qualified in this branch of industry. In 1983 Trade Union of TUMIS (Union of Music and Scene Workers) abolished itself to amalgamate with Toleyis. In 1984 the independent Turizm-Is joined Toleyis and was converted into its Marmara Regional branch. In 1986, some of the members of Tursan-Is decided to leave their union and to organize in Toleyis.
Between 1983 and 1990 there were many disputes and conflicts in the union, and numerous congresses were held to solve these problems. The conflicts climbed to the level of armed fights in 1989. On the one hand, it had been striving against the internal issues; on the other hand, employees. In 1989 the new period began in Toleyis with general chairmanship of Cemail Bakındı.
By suspending free collective negotiation system between 1980 and 1983 Toleyis practiced influential strikes in the branch of industry to stop the uncompromising attitude of employees and negative effect of military revolution on labour rights. These strikes including the Hilton Hotel (49 days) in 1990, Inci Patisserie (92 days) in 1991 , MSB ( Ministry Of National Defense Aware Of Education Help To Türkish Armed Forces’ Childrens Of Members ) (29 days) in 1992, Usas (17 days) in 1993 , Küçükçekmece House of Teacher(192) in 2004 are important by means of exposing the struggle in this period.
It has been a member of IUF (International Union of Food, Agricultural, Hotel, Restaurant, Catering, Tobacco and Allied Workers’ Associations) since May 30, 1995.
Tursan-İş which had problems economically and throughout the number of members tried to solve its economical problems joining in OLEYİS whose activities were stopped after 1980 and then activated again. Consequently, OLEYİS too formally qualified. That OLEYİS again started to its activity and preferred to unionist organized working place through its organizational study caused to the struggle between unions.
Up to now, Toleyis has been loyal to the principles of Atatürk and twenty-four principles of Türk-İş; cared about class interests; seperate the union and politics from each other; and not tolerated to these kinds of approaches .
Toleyis reported 319 members in 1979, 766 in 1981, 16.000 in 1990, 31.675 in 1996 ,32.865 in 1997, 35.009 in 1998, 37.203 in 1999, 32.882 in 2000 , 35.292 in 2001 , 37.144 in 2002, 38.272 in 2003 , 40.002 in 2004 , 41.937 in 2005 and 43300 in 2006 .
The union has seven branch of region and tree branch .These are Marmara Branch of Region, Aegean Branch of Region, Central Anatolian Branch of Region, Antalya Branch of Region, Istanbul Branch of Region, Southwest Marmaris Branch of Region, Bursa Branch of Region,Taksim Branch, Manavgat Branch, Mersin Branch. In Toleyis , the first general chairman is Servet SOFUOĞLU , the second general chairman is Mustafa ARAS, and now general chairman is Cemail BAKINDI.
TOLEYİS has the achivement of being the biggest and the most active organization of the employees in branch of industry continued and gave them optimistic approach for the future.
